TOI-674 b is deep into the Neptune desert, an observed paucity of Neptune-size exoplanets at short orbital periods. Planets in the desert are thought to have complex evolutionary histories due to photoevaporative mass loss or orbital migration, making identifying the constituents of their atmospheres critical to understanding their origins. We obtained near-infrared transmission spectroscopy of the planet's atmosphere with the G141 grism, which we detrended and fit. After extracting the transmission spectrum from the data, we used the petitRADTRANS atmospheric spectral synthesis code to perform retrievals on the planet's atmosphere to identify which absorbers are present. These results show evidence for increased absorption at 1.4 \u03bcm due to water vapor at 2.1\u03c3 (Bayes factor = 3.2). With these results, TOI-674 b joins the exclusive club of exoplanets with featured transmission spectra. TOI-674 b is a strong candidate for further study to refine the water abundance, which is poorly constrained by our data. We also incorporated new TESS short-cadence optical photometry, as well as Spitzer/IRAC data, and re-fit the transit parameters for the planet. We find the planet to have the following transit parameters: R_p/R_\u2217 = 0.1135\u00b10.0006, T\u2080 = 2458544.523792 \u00b1 0.000452 BJD, and P = 1.977198 \u00b1 0.00007 d. The spectrum shows tentative evidence for a water absorption feature in the 1.1\u22121.7\u03bcm wavelength range with a small amplitude of 30 ppm (corresponding to just 0.8\u00b10.04 atmospheric scale heights). Based on an atmospheric retrieval analysis, the presence of water vapor is tentatively favored with a Bayes factor of 1.7 - 2.6 (depending on prior assumptions). The spectrum is most consistent with either enhanced metallicity, high altitude condensates, or both. Cloud-free solar composition atmospheres are ruled out at >5\u03c3 confidence. We compare the spectrum to grids of cloudy and hazy forward models and find that the spectrum is fit well by models with moderate cloud lofting or haze formation efficiency, over a wide range of metallicities (1\u2212100\u00d7 solar). We combine the constraints on the envelope composition with an interior structure model and estimate that the core mass fraction is \u22730.3. It is a space observatory that will address the most compelling scientific problems in dark energy, exoplanets and general astrophysics using a 2.4-m telescope with a wide-field infrared instrument and an optical coronagraph. The Astro2010 Decadal Survey recommended a Wide Field Infrared Survey Telescope as its top priority for a new large space mission. As conceived by the decadal survey,\nWFIRST would carry out a dark energy science program, a microlensing program to\ndetermine the demographics of exoplanets, and a general observing program\nutilizing its ultra wide field. In October 2012, NASA chartered a Science\nDefinition Team (SDT) to produce, in collaboration with the WFIRST Study Office\nat GSFC and the Program Office at JPL, a Design Reference Mission (DRM) for an\nimplementation of WFIRST using one of the 2.4-m, Hubble-quality telescope\nassemblies recently made available to NASA. This DRM builds on the work of the\nearlier WFIRST SDT, reported by Green et al. (2012) and the previous WFIRST-2.4\nDRM, reported by Spergel et. (2013). The NASA Exoplanet Program Analysis Group (ExoPAG) has undertaken an effort to define mission Level 1 requirements for exoplanet direct detection missions at a range of sizes. This report outlines the science goals and requirements for the next exoplanet flagship imaging and spectroscopy mission as determined by the flagship mission Study Analysis Group (SAG) of the NASA Exoplanet Program Analysis Group (ExoPAG). We expect that these goals and requirements will be used to evaluate specific architectures for a future flagship exoplanet imaging and spectroscopy mission, and we expect this effort to serve as a guide and template for similar goals and requirements for smaller missions, an effort that we expect will begin soon. These goals and requirements were discussed, determined, and documented over a 1 year period with contributions from approximately 60 volunteer exoplanet scientists, technologists, and engineers. Numerous teleconferences, emails, and several in-person meetings were conducted to progress on this task, resulting in creating and improving drafts of mission science goals and requirements. That work has been documented in this report as a set of science goals, more detailed objectives, and specific requirements with deliberate flow-down and linkage between each of these sets. The specific requirements have been developed in two categories: \"Musts\" are nonnegotiable hard requirements, while \"Discriminator\" requirements assign value to performance in areas beyond the floor values set by the \"Musts.\" We believe that this framework and content will ensure that this report will be valuable when applied to future mission evaluation activities. We envision that any future exoplanet imaging flagship mission must also be capable of conducting a broad range of other observational astrophysics. We expect that this will be done by the NASA Cosmic Origins Program Analysis Group (COPAG).

Studies using NASA Keck time have ranged from observations of the closest solar system bodies to discoveries of many of the known extrasolar planets. Observations at Keck have supported spaceflight missions to Mercury and the technology development of the James Webb Space Telescope.
